can't merg old account

Greeting, my problem is the following.

I know the e-mail address what I don't have is access. I bought the game 9+years ago since then you guys did a password update but I couldn't login, but since it was a game I was no longer playing I moved on. I'm curious if there is a way to activate the game on a new account. I have the login name, email address and the both cdkeys. I do not have access to the old e-mail to transfer is it over and I've already tried activating it on steam.
