Game Doesn't Launch / Only Launches if Windowed

Hi

I'm getting a problem running the game on a new PC, when attempting to launch the game doesn't start and shows as not responding in task manager. It will however launch if VideoIsWindowed is set to true in the settings file. Any ideas on why this may happen and how to fix?

I am having the same issue (a year later, but I haven't played in a while).  Did you ever get a solution to this issue or figure out a workaround?  I have scoured the forums to no avail other than opening it in windowed mode.  Though if i go to full screen it gives me an error (not always, but 90% of the time).
