How does the System Scanner work?

I noticed the v1.1 update added the System Scanner to the modules list. I went to https://starcontrolorigins.gamepedia.com/System_Scanner and it did not explain how it works.

I know I can easily pick up a system scanner anytime because it unlocks at the Sol Precursor Starbase, but I have a question: Does the System Scanner miss some anomalies or does it label every planet or system that has an anomaly?

Labels every planet with an anomaly. The manufacturer would have gotten a lot of complaints if it didn't.
