Dreckend mission stuck. You're never there...

So to deal with the Dreckend problem, I'm directed to Epsilon Fatum to talk to a Menkmack there, except he's never there. I tried some previous loads, explored the entire Fatum system, but no luck. I've talked to the Drenckend and Menkmack both, but no dice. Is it bugged? Timed? Did I miss out? Or is there another trick?
