Is there anyway i can install Sins of a solar empire rebellion without and installing steam or is there a way i can still use the resource cheat by going into the read me Galaxy folder with steam installed?

There is a GOG version that doesn't use Steam. Otherwise, Steam is required.

I don't think steam monitors file integrity in real time, only issue might be when you update the game.
