[Bug] Planetary defense dome can not be built.

Hello everyone, please excuse me for my English more lamentable, but as I reported via a ticket a bug very boring, I turn to the community.

Because to my surprise, StarDock redirected me to you because it seems that they no longer handle the GalCiv3 bugs.

My problem is quite simple, however, I developed planetary defense dome technology but I can build this technology that does not appear
in the build menu.

However, I can sell this technology to my opponents. Astonishing, no?

So, if someone were kind enough to give me the solution to my problem, I would be very grateful.

This is because it is an upgrade of an improvement that no longer exists. I'll pass it along to the devs.

Ah, so my part makes no sense, since the dome of planetary defense was the culmination of my game,
since I do not crawl like a sick person on any planet that I come across in my path, unlike AI.

I think above all to protect my planets because for example, the Snathis declared me war and in five turns, I took five planets
with four miserable battleships and a troop carrier.

I assure my back and then go forward.

Finally, GalCiv3, its long list of bugs and these many parts canceled because a patch, modified this or that part of the game tires me 
and I doubt to invest a few more money for the next expansion Intrigue.

The one that should have been the 4X par excellence, as the potential is immense, will finally be a disappointment more ...

Silly little question as I got this technology and I can sell it to my opponents, if I sell them,
they can not build it just like me?

AIs won't have access to the improvement if you sell them the tech.
