Whatever the settings habitable planets seem to be rare on 2.8

There seems to be a bug in my version of 2.8 where, regardless of the settings, habitable planets seem to be set to rare. Has anyone else experienced this?

Just did a few tests.
Here is everything set to abundant.
And here I changed habitable planets to rare.
Though I wish I could zoom out more, it's pretty clear the abundant one has more habitable planets.
What are your game settings?
And could you upload a save file for the devs to look at?
Ok, Rhonin, you're right in the sense that abundant has more habitable planets than "rare." But in my games I've noticed that abundant still isn't "abundant." Abundant in Gal Civ 3 apparently means "a little less rare" than rare.
I have to use a console command to convert dead planets to habitable ones to get an "abundant" number of habitable planets.
I would like to see more planets.
There are limits to the number of planets in one of the xml files for each map size. This is for planets and habitable planets. I don't recall which file it is... there was a mod to increase the number of habitable planets awhile back. One on nexusmods and one here I believe.

Extreme planets also seems to be super rare.
I've played two games on huge maps and have yet to find a single one of the Precursor worlds...
Marigold, for me Rare is not rare enough. I go into the settings and boost the number of planets on insane but reduce from 640 the total number of Hab planets (this is outside of game settings) down to 500. Rare means rare! On a crazy insane map I want to travel far and long before I get to the next.
On that map 100 turns in with 25 and plus me we get about 7-10 planets total per empire. This extends the ages a good amount as nobody can steam roll on research (due to having dozens more planets).
