captuire planets from influence

This is not working I a have planet that won't rebel.  It's at 7.7X times using Mercs

Does it have the immune to culture flip tag?

What is its resistance stat? The higher it is the more influence is required to flip it.

Other thing that comes to mind is maybe the UP resolution that blocks culture flipping was passed.

Is it a minor civ that is immune to culture flip, or a civ that had taken the malevolent ideology choice that makes all of its planets immune?

Its the Iridium.  I believe they went the crummy Progamtic route.  Luxury trade routes no immune to flip.  Especially now with changes to a starbases,  trading quantity of constructor for money and resources.   I liked the old way of starbases.  Just build constructors with multiple constructer slots.  One constructor does like 4 parts don't need progmatic abilties either that kicked it to 8 parts a constructor and old power numbers.

I guess cultrure flip is like 8x.  It went 7.8x and 1%.  It was 6x.

1% means that it is beginning to culture flip. It will eventually unless they do something.

It went to 0% so I traded for it.  100% resistence.  pragmatic building and military academy
