Administrators

When I train a citizen to be an administrator I gain 5 administration points.  When I promote administrator to Minister I gain 4 administration points.  The text for training a citizen says "Administrators provide 5 points for administration which are in turn are consumed by Survey Ships, Colonies, and Starbases."  The text for minister says "Provides 5 more administrative resources.  Minister Retires"   Is this correct, when I train a citizen I gain 5 admin points, when I promote I gain 5 more, but lose 1 to due minister retiring?  Or should I train a citizen and gain 5 admin points and 1 point for minister, then promote to minister to gain 5 more, but lose 1 due to minister retiring?

I take it as just another of many documentation bugs.  You get 5 for the admin, 4 more when he retires; and that's how the game is.

It's not exactly a bug: When you train an administrator in the first place you really get 4 admin points and the admin is placed in the Administration slot of the Govern -> Economy screen. That gives you one more admin, so you get 5 admin points altogether. You can put a leader in the Adminstration slot which would give you also one admin point.

So when you promote an admin you get another 4 admin points, but since the admin himself is retired it is removed from the Administration slot so you lose that additional admin point.

But sure, the decriptions are misleading at the least ...
