Isn't George RR Martin's strategy to let things stand long enough that the natural decay produces letters; then work from there?

No, his policy seems to be milking the fans, publishers and interviewing networks for as much fame and money as he can and keep the gravy train going for as long as possible before they finally notice that he isn't actually writing the books anymore.
