W10 Anniversary Programs Menu Not Opening Issue

I have a Taskbar Toolbar linked to the programs menu so I can access programs with a normal fly-out menu. I also have 'Programs' as a menu shortcut in Start 10.

Neither of these will open until I've had 'This PC' open. Sometimes they will only open when 'This PC' is open.

Does anyone know what might be causing this odd behaviour?

Yesterday's windows update (KB3194496) fixed this issue :)

Just noticed the anniversary update turned system restore back on. I have it turned off because I have full backups I can use.

System restore managed to swallow 194Gb of my C drive... 8C

Wow. I am up to date with all Window 10 updates. With all the programs I have installed I'm using a total of 61.6 GB. That is with Restore turned on.

I know you what you are doing but have to ask anyway. The period is hard to see. Are you sure it's not 1.94. The other reason i'm asking is I just hung up the phone checking with someone else I know that is using Windows 10 that is completely updated with the Anniversary update. He is using a total of 54.3 GB.

Yup, my 500Gb SSD was nearly two thirds full... It's now back down to the size it was before the update.

Ta da! The other issue has returned. Menus won't open unless another window is open.

No window open:

Menu won't open.

 

Window open:

Menu will open.

It does this with the menus on Start 10 too.

After a while, the problem goes away. Look at the time stamp on these images. It's now 8:52 and the menus are working. You can see my boggle...

I've got a similar toolbar menu set up and it hasn't been a problem.  One big difference I think is that mine is pointed to a folder full of subfolders and shortcuts up in the standard User\Documents folder.  I'm not clear on exactly where yours is pointed, but if you can copy the directory full of shortcuts over to your User\Documents folder and add another toolbar pointed to the new folder, maybe it'll work right (?).
