I can't get Icon Packager to install

I've tried to install Icon Packager by downloading it and running the install file. I am told that I need to reboot I do but the software is not installed. I have used the Stardock software manager to install the software and I keep selecting the Icon Packager and it seems to download and click on install and then as before it asked to reboot, after reboot the software is not installed. This like this has made me give up on StarDock.
