Capturing Pirates in Outlaw Sectors (And its not me)

Wierd. Pirates will show up and then a few will convert to my side but I cant control them. I am playing Tec and I have no ships capable of capturing them. they will then move to an asteroid and sit there. They show up in my fleet cap but weirdly don't count against it. I cant sleect or control them.

Anyone else seen this?

You sure its not the planetary militia from the dlc?
