Modification doesn't work for Learn to Play?

When I create a mod that replaces some text with "text-screens-change.xml" and "text-tutorials-change.xml", the former works (in main menu etc.) but changes made in the latter doesn't seem to be reflected in the Learn to Play scenario. If I manually modify the data in assets file, it shows just as I change, thus I think Learn to Play scenario (and possible that Campaign as well) fails to hook the change in time.

Or is it that modifying Learn to Play scenario is totally discouraged? Basically what I'd like to do is just translating.

The Learn to Play tutorials ARE mods/scenarios themselves, so you would need to mod the mod, I think, to translate them?

Thank you for the enlightening reply. I went see the game folder under Steam and found there is Offworld_Data\StreamingAssets\Mods\Hidden\Tutorials folder. When I put my file there, it worked.
