What's next for GalCiv 3? Anyone hear rumors or such? Road map pretty much stops at 1.7 and hasn't been update in a long time.

I don't know when and how (free or DLC), but they're still working on it. It was a bit slower to patch Galciv III during winter while they were crunching Ashes, but now they seem to be very quick about it.
If I had to guess, I would say #4 would be the first thing to come, aside bug fixes. But that's just a guess.
Espionage and the new trade might be next. There is a post from Frogboy stating that the rebuild of the invasion system will come with the expand-alone. I suspect that this will make sweeping changes to how the game plays.
I have said it many times, if I was not an Alpha I would happily pay $20.00 for a DLC that was <only> diplomatic and encounter responses from the ai to the player. I want more insults, more jibes, more condescending responses, more drunken tirades, more 'snobbish better than' quips and jabs.
I would love to have the ai interupt me with just a bulletin saying, "hey you know proixima III over near the Torians is a craphole, how bout you sell it to me for XXX BN, I can do much more with it than you seem to be"
Also more emotive responses when making a trade.
I am not sure what the resources needed to do this but I am happy to write some. Heck we can all write up responses which we feel would be funny or such and have the Devs add them to this DLC.
I would make another great contest...'Add some Snarky' to your game. Let see who has the best one liners!
Altarians: 'Seriously did you just try to bUy Beam weapons from me? Like we would be that stupid to give you low brow monkeys the means to attack me!"
Torians: "Your skin is a bit dry and flaky, here try our new skin cream made from bug-blatterbeast of Secundus XII"
Drengin: "Have you tried our New double Torian burgers"? "Now really non-vegan"
Ok I am reaching but I still think it would be ultra cool....I am tempted to send 3 liters of Patron Silver to the office in Michigan, just to get it started.

what would be even nicer is if the AI would assign priorities to some planet types it can exploit better than us. Say, an aquatic planet for the Torians would be worth more to them than for the Arceans, if located close to both empires.

^^That logic would of course have to be added along with flavor text. I fully agree that some better weights need to be added for diplomacy. GCIII is progressing very nicely along and will ONLY get better. I am pretty sure there will be another diplomo update this year.
