Terrans embasy has no influence modifiers.
On the campaign I was playing the Terrans, and one of my planets was in 50% rebellion when I noticed that the embasies did not give an influence only a diplomacy bonus.

Bump
Embassies are diplomatic improvements. They aren't supposed to give influence.
Embassies WILL give a +1 adjacency bonus to influence, however. I mean, that's not as good as building an consulate which boosts influence and gives adjacency as well. But an embassy is already powerful since it gives a diplo boost. Giving an influence adjacency bonus is just the icing on the cake (and lets it set up as being the center of a embassy ring and whatnot, if one wants to go in that direction).
I have used Benevolent Missionary Centers to harness Influence adjacencies with Embassies, but, as was pointed out, that was icing on the cake to getting needed Diplomacy and Ideology points.
Ok, so what you are saying it just got changed from two, and no one gets an influence bonus from embasies, not just Terrans.
