Speaking with minors

Question on the minors.

When first meeting them, you go through the initial talk with them and they say come back. Once you exit that meeting, you can immediately contact them via the diplomacy screen.

1. Is than intended, or is there supposed to be some waiting period before the next time you can contact them?

2. If it is intended, why not just continue that first discussion immediately without the need to re-initiate contact via the UI?
