Info on game says you can have like 100 factions. I can only choose up to 9?

Maybe I am an idiot here but I read that you can have like 100 different players.  How is that when at the start of a game you cannot pick more than 9 (that includes yourself with an AI opponent of the same race).  There are only 8 major CIVs to choose from.

 

Do you get access to a larger number of factions in multiplayer?  Or does it make a ton of minor CIVs on larger maps?  Or am I smoking something?

You can custom build races to add to the list of opponents.  In the near future you will probably also be able to download races others have created and put on the Steam workshop.

You must create custom factions to get the option to add up to 100 other players...

That has about 45 races of mine in there you can add, plus a few others may have posted to it as well.

This is just plain silly, btw.   They should have a "random" option which randomly generates the race for you.  Almost no one wants to go build themselves 100 custom factions.  And if you did, it would just clutter up your game start menu.

You can clone races. The random idea is nice tho
