Question on fleet support ships

I know that the new modules like the Wake Field Generator and the others that appear under that equipment category apply their benefits to the entire fleet.

What I am wondering is, do the rapid reload and other augments also apply to the fleet if they are placed on a fleet support ship, or just individual ships? I am assuming it is just individual ships, but I thought I would ask. I think it would be great if the augments were included in the fleet support category.

One augment is for just that ship the other is for the entire fleet. The real question is ...do they stack?

Bump I'd also like to know if they stack.

This game frustrates me with so many unexplained options and insufficient explanation, like what good are thrusters in battle, do they affect dodge, or are they just for closing in fast with kinetic?
