Why is ship movement +1?

I just returned to Gal Civ 2 after 8 years and am playing the Ultimate Edition. I notice that ship movement is +1 higher then it is supposed to be. Just to be sure there were no unknown factors, I created a custom civ with no abilities or starting techs. My initial scout has no engine, and shows 1 pc/wk in the shipyard, but out in the main screen it shows a movement of 2/2. This is driving me crazy! Was there a patch update in the last 8 years where Stardock said they bumped the base movement with no engine to 2?

Base speed got an increase of +1 in TotA. This made it possible for the Arceans to start with a speed penalty of -1. Otherwise, their ships wouldn't be able to move, without first putting an engine on them. Which would brake several base designs.

Aha! Thanks. You would think Stardock would have at least changed the movement stat in the shipyard to show the correct movement!
