I was just watching the devstream from last week. It sounded like the UP will work similarly to the UP in GC2. I was wondering if any thought has been given to expanding it to include the minor races, at least in a future expansion or a DLC?  It could add a whole new dimension to diplomacy and sphere of influence. The way I envision it, the General Assembly could meet on an annual basis, and the Security Council would meet to resolve critical issues, just like the UN today. Any thoughts, opinions?

I would like to sea the minor races included in thiS. I do think the one with the most influence points should decide what we vote on.

There are so many ways this could play out. On the surface you'd think it would favor more peaceful players, but what if you threw in variables like military power (and the willingness to use it), proximity, ideological leanings, tech superiority, and on and on and on...  I believe it would make for some interesting gameplay prepping for the UP, and dealing with the aftermath.
