Planet improvement: is it possible have food value not integer? how

i made a little modification to tolmekian's mod to suit my taste better, adding a little food production to market centers.

The game seem recognize just integer value, so i put 1 to all but the last upgrades (i gave them 2m\t and 3m\t).... but i would prefer using values such 0,25 m\t , 0,50 m\t etc. having a more gradual improvement for level without overpowering last levels (to avoid the AI morale\tax problem).

i tried putting values such <Food>0.25</Food> , <Food>0,25</Food> and  <Food>1/4</Food> (i know, the last one was really a shoot ^^)

Of course they won't work. So, before i try to use babylonian numerals and ancient rites, just to discover that there's no way to obtain what i want... HELP!!

Those values don't work, because the game rounds decimals down. For example, a value of 0.99 would be 0 to the game.
