problem manipulating manufacturing queue list order

When a colony's manufacturing queue list is increased to more than 8 projects, it becomes impossible to move items from any position to any position above the 8th position. When you grab an entry and start to move it, the queue automatically jumps to the top (if not already there), giving you only the top 8 positions as a target for moving the item you grabbed.
