Skyrim Creation Kit Follower Will Not Follow

Hi, Since I cant be bothered figuring out how to post on steams help forum im posting here

I have done 2 followers in the past and they worked perfectly! So I decided to do an argonian and change yarl balgruuf to a follower, they just have no dialogue option to start following and so does the jarl. What am I doing wrong (Did a skeleton follower as well, he didnt work) Duplicated the jarl as well as stripped him of his factions. Still did not work. HELP!
