How does one get negative mana?

I suppose I understand if the AI has to make it easier for them to operate....but the player should never be allowed to have negative mana. Sadly, negative mana is something that I've experienced several times and I consider the instances to be bugs.

I suspect the AI do not voluntarily dispel their own buffs. Meaning in a situation such as this one, they could be stuck at 0 (-1) mana for quite a bit.

Why not? The AI should be to replace their city's enchantments with better ones as they come along.

Do they? (And am mostly speaking of unit enchantments, but I guess that also applies to city enchantments)

It's not a question I can really answer btw, just stating what I'm seeing.
