GPU Clocks going Wacko!

So a bit of information! 

OS: Win 7 64bit Ultimate
SSD: Corsair 120 GB Sata 3 Force Series
HDD: Western Digital 2x WD1500HLFS (150 GB) Raptor's
PSU: TruePower New Series TP-750 (750 Watt) 
MBB: Asus P6T SE (Intel® X58)
RAM: Kingston HyperX 6 GB DDR3-1600 Tri-Kit 8 8 8 24
CPU: Core™ i7 950 (4x 3066 MHz) @ 4k
GFX: MSI 7970 Lightning BOost Edition @ 1200/1600
SFX: Club 3D Theatron Agrippa 7.1
soundsystem: Logitech 5.1 X-540
Monitor: Acer 120hz GD245hq 1920x1080
Case: Antec Twelve Hundred black

Issue, when the game starts my fps is a stable 60, then when the game progresses it gets worse and worse. Now this is nothing new at all for Sins of Solar Empire, even though it gets really annoying if you got a 5 hour 44 mins game and of that 5 hours you play with 20 fps. 

Now what I noticed that might not help at all is my GPU Clocks. Which might add to the games lag.

Sadly copy paste the log file doesnt make it look readable so in a nutshell, it goes from no gpu activity to 4% to 0% to 4% constantly resulting in my clock speeds doing the same thing. This is happening during a new game or 5 hours into it with massive battles, the graph is looking like /\/\/\/\/\/\ that. 

I tested Skyrim, Neverwinter, Planetside 2 and they all remain at max clock speeds. I tested modded, unmodded, modded exe file and unmodded exe file but the results are the same. any clues?

Sins is CPU bound. So most likely what you are observing is simply that there isn't much for the GPU to do.

Really, its that bad? Damn... I knew the engine wasnt the best but that my GPU is doing 0-10% is kinda shocking lol

GPUs have no impact on Sins at all. Sins will run just as well on a GTX 8800 as on a GTX Titan. The only difference between GPUs is drivers, namely if it's nVidia or AMD, and AMD has superior driver support for Sins.

I still think something is wrong driver wise or game wise, because even in early game, when fighting the fps drops from 60 to 20 or below, and it fluctuates a lot, meaning that it seems to be tied in when my GPU gets active and inactive. Thing is, ONLY this game has it... so wierd.
