If that is a separate application then the text color may be controlled by it and you cannot change it. If that is a Windows function itself, then the text color is controlled by the Window Text color setting in SkinStudio. Edit by opening the skin in SkinStudio, and then select Edit skin colours and from the top drop down list select Show me the skin defined system colours. You can change the Window Text color there, but remember, that will change the text color any place that color is used throughout the skin.

Looks like the help and support window.

 

Not sure if you can change all of that, but try under,

change skin colors,   edit vista seven colors, control panel.

 

After these other advisers realize what that window is, they may know for sure.

That is the Help and Support window, and I could not change the text. I think it is a hardcode.

The Background

That looks like the control panel. In the colors section at the bottom click on "Edit windows7/8 part colors" The first thing that will show is the Control Panel. Change the colors in there. Best way to do this is to change a couple at a time, Apply and see what each does.
