Seamlessly Replacing the "Custom Race" with a 13th race

Proving more difficult than it seems.

For a mod I'm working on, I'm trying to replace the custom race with a 13th major race that works like the other 12 races do in that it has fixed racial bonuses (prior to point spending) and has a fixed super ability. I've seen other mods advertise that they have done this however I've never actually played said mods myself so I can't be certain they've succeeded.

 

Anyways here are the 3 main issues that remain after I finished editting the 13th race.

 

A. You can still choose its super ability even though I preset one.

B. You can still choose its starting techs, this tab should be disabled like with other races.

C. You can edit their description. This shouldn't be possible.

 

Does anyone know how I can make the custom race TRULY behave like the other 12 do? Any advice on this would be great.

As far as I know, it's not possible to do a "true" 13th major race. The only way to make a race that truly behaves like one of the other majors, is to replace one of them. You can make more major races via the Custom Race function, but they will always work like a custom race.
