Flo Rida seeks out casual sex in the cowering “Whistle.”
A demure synth and a knowing whistle opens the single, setting a dubious tone. The chorus begins the single. He says he will teach her how to please him. He tells her it’s ok and he’ll help her along. (“Can you blow my whistle baby, whistle baby/Let me know/Girl I'm gonna show you how to do it/And we start real slow/You just put your lips togetherAnd you come real close/Can you blow my whistle baby, whistle baby/Here we go.”)
He had spotted her at the club and liked her physical features right away. He struck up a conversation and made some small talk. He saw she trusted him and asked her if they could go somewhere private to talk. Now that he has her cornered, he’s going to try to persuade her. He grins as he tells her he can read her like a book: she likes to go out to have fun, she’s wild in bed and into experimentation. With a nod and a wink, he says he’s expected to be a sex-depraved sleaze. It's part of his job descriptions as a rapper. In the VIP room, he calls over the server and gets them more champagne and puts her legs on his lap. They make out. (“(Look) I'm betting you like people/And I'm betting you love freak mode/And I'm betting you like girls that give love to girls/And stroke your little ego/I bet you I'm guilty your honor/That's just how we live in my genre/Who in the hell done paved the road wider?/There's only one flo, and one rida/I'm a damn shame/Order more champagne, pull a damn hamstring/Tryna put it on ya/Bet your lips spin back around corner/Slow it down baby take a little longer.”)
The chorus is sung again.
In between the chorus and the next verse, he repeats “whistle baby” ten times.
He’s not discriminatory. Women, in general, turn him on. He says they don’t have to have a relationship. It can be a secret. Inexperienced women do not bother him, either All he cares about is getting laid. He doesn’t want to be ashamed of what she’s doing nor to have any hang-ups. (“It's like everywhere I go/My whistle ready to blow/Shawty don't leave a note/She can get any by the low/Told me she's not a pro/

In the bridge, he tells her he’s ready and he closes his eyes, feeling her touch. (“Go girl you can twerk it/Let me see you whistle while you work it/I'ma lay it back, don't stop it/'Cause I love it how you drop it, drop it, drop it on me/Now, shawty let that whistle blow-oh, oh oh/Yeah, baby let that whistle blow-oh oh!”)

Flo Rida’s dictative, cautious vocals zero in on attractive women, looking for a mark. He seems uncomfortable once he finds someone, as though he was put up to it by his friend. He’s trying really hard not to offend, apologizing for his inapproriate question to the strange woman he just met. However, his polite manner makes the situation even ickier.
The sheepish “Whistle” doesn’t believe its own sales pitch.
