[1.00][0.992][Bug Tool Tip Misleading] Inefficient weakness penalty

The tool tip for the sovereign weakness Inefficient is misleading to how the penalty is applied.  The tool tip says, "Constructing Improvements take 25% longer".

This wording seems to be an empire wide penalty.  What happens now is that the penalty is only applied when the sovereign is in a specific city.  When in the wilderness, their is no production penalty applied to construction times.

Either the Inefficient penalty is not working as intended, or the tool tip need to state that the penalty happens when stationed inside a city.

I always assumed it was applied to the empire, which seemed really severe. Have you verified on the City Details screen that this penalty isn't happening? I'd assume it would show up there.

Yes I have.  With a test game as the queen, I started to build a monument.  11 turns to complete when she was in the city,  8 when not.

Also, when she is in the city, a production note is in the city detail page adding the 25% increase in cost.  When she leaves, that note disappears.

So it's supposed to be an empire-wide negative? If that happens, Praiden will be even weaker than they are already! How about a compromise- production is slowed down while the Soverign is in their ZoC?

I dont think that really fits what i was going for.  That just means that Procipinee herself is such a disaster that even having her around the cities slows things down.  She's FE's version of the US government.

I removed the champion weakness entirely and added Weak (-1 attack and reduced weight capacity) as a new sovereign weakness and gave it to her.  Fits more with the theme for her.
