How do you form an Alliance

or get them to delcare war on another faction

I am in the middle of great game in .983.  Playing as Tarth againts the 4 Empires--medium map.  Expansion usually leads to interaction pretety quickly.  Total Blast.  However, we have a couple Dragons--that limited expansion a a lot.  One in particular which is an Ashwake Dragon that is roaming all over the place now.

I had about 5 cities, all level three or about to become level three.  Then.....

I am locked in a pretty serious war with Magnar.  He declared war and conquered my most northern city in the same turn.  I got the city back and took over a bunch of his.  I am buying peace with Karavox for now.  I don't think I could handle a two front war right now.  Although Verga just declared war on my northern front (uh-oh).  I haven't even found Ceresa yet.  I am definitely going to have to keep Karavox as an ally--especially with how strong the Kraxis are.  I researched the Allies ability but when I talk with Karavox forming an Alliance or Declaring War on another faction is not an option.  I have an economic and trade agreement with them.  How do you get the Alliance option to come up?  I think we have a non agression pact right now as well.  Is that the reason?  Right now the Kraxis is the second most powerful behind me.  Magnar was until they declared war on me.  After taking over about 5 cities his power rating dropped significantly.  Yithril is pretty far behind but Verga is a monster.  Magnar's empire is now blocked behind Kraxis.  I want to finish him off, but sometimes Karavox won't let me go through his lands.  If we had an Alliance, or could get him to declare war on Magnar, then I could deal with Yithril and that damn dragon wondering around.  Magnar is still to powerful and he laughs at my demands for surrender.  If I could take over two more cities I think he would drop in power enough to surrender.  Or a least be cornered enough that I could refocus my war efforts back on Verga before he gets out of hand.

 

1.  How do I even get the option to form an Alliance with Karavox?

2. Or the declare war option?

There's an Alliance tech you need to research.

I researched the tech.  It is in the Civilization tree, the option just isn't coming up.

He had to like you well enough. It may be that you have to be "Close".

If he does not like you (because of close borders, alignment, etc..) about the only thing to do is to intimidate him. Gently.  I.e. without antagonizing him, become militarily stronger, more influential, etc...

Tuidjy---i'll give it shot.  Definitely do not want to tick him off.  Right now I think we are warm.  I could probably beat him, but probably not him, Magnar and Verga.

I still thought the option would at least be on the screen even if he declined it.  The button is not even there.

It is exactly like Tudjy says.  Also -

*Other treaties like trade/ tech treaty work well to improve relations over time.

 

One other thing, if you click "Govern" button then "Foreign Relations" tab, click on Krax it will show you all the modifiers and break down why they love or hate you.

There will be a list on the right hand side, the negative ones are red and the positive ones are green.

I saw a list but it said things like: Active Treaties: xxx yyy yyy - Foreighn Plicy race: war race: warm - I thought you meant it gave a list of reasons why they like/dislike YOU!

It does, right above where it says what active treaties you have with that faction.

Weird - i don't see it in 983. I do see active treaties but that's it - maybe they removed it or you have to enable some sort of debug mode ?

When I want to know if a Sov likes me back, I send a note to one of the other Sovs asking them to ask that Sov. If he does like me back, I pass a note to him in class that asks for an alliance:

 

Do you like me?

 

O Yes             O No

 

Want to make an alliance?

 

O Yes              O No

Has anyone ever successfully formed an allianece? I know I have tried with a custom sov. and never could even with close relations.

I have, up to .981 with custom, and .982 with standard. Haven't played .983 yet.

Yes.  I've even won a game by Alliance Victory.

Alliances do work in .983.  My most recent game had Alliance as an option with Altair.   In older versions I have won with an alliance victory before.   I believe that the others are correct in that your relations must be "close" before an alliance will be an option plus at least one of you needs the tech researched.
