TEC Loyalist Experience Boost (Battlefield Promotions)

Personally, I feel the TEC Loyalist 'Battlefield Promotions' research is... just a tad understated. It gives a 5/10% boost to all capital ships within friendly (presumably including allied?) gravity wells. This is something we've been aware from since the most basic of details has been released. 

However, I have to admit, while I expected a sort of Mass Transcendiance-effect constant xp bonus (up to a level), this seemed just as good. But I've now come round to thinking that 10% just feels too little for this to create a noticeable effect, especially at higher levels. I suppose the argument stands that it's only a tier 4 as opposed to the Advent's tier 8 'ultimate' upgrade, and any higher it could end up slightly overpowered, but I just can't help thinking maybe there's something extra that could be thrown in there to sweeten the deal a bit more. 

On a completely unrelated note, does anyone know if Mass Transcendiance affects Advent titans? It isn't in the description and you would think it wouldn't be too hard to tell in-game but I'm having trouble getting my head around it. If anyone can clear this up for me thanks in advance!
