It is 100% (AFAIK) unless 1) you are targeting strike craft, 2) in an asteroid belt, or 3) suffering from a debuff...
When targeting SC, it is a fixed percent less than 100% and depends on the specific weapon type (check the gameplay file)...
Armor reduces damage done to hull...you will often hear it quoted that each point of armor reduces hull damage by 5%, however this is an oversimplification...
The damage modifier is 1 / (1 + .05 x Armor)...for small armor values (like 1-3), each armor point approximately reduces hull damage by 5% (at 1 armor, your damage modifier would be 95.24%, or a 4.76% reduction)...as your armor value gets higher and higher, each additional armor point becomes less and less useful...
At 20 armor, the modifier would be 50% (so incoming hull damage would be halved)...this equation is also valid for negative armor values caused by debuffs...if you have 4 armor, but an ability causes you to lose 5, then you have -1 armor (and would take 5.26% more hull damage than if you had 0 armor)...
Armor is one reason why hull points are usually better per point than shield points, because damage to shields is not reduced by armor while hull damage is (and thus hull points last longer)...
What exactly do you mean by rate of fire? Like...the weapon cooldown?
You will note in the game files for anything with weapons that there are two important numbers: damage and prebuff cooldown
DPS, or damage per second, is simply the damage (per attack) divided by the cooldown (time between attacks)...the in-game values that you see are DPS values...

This was taken from the Kodiak...as you can see, it does 72 damage every 4 seconds, which is 18 DPS...
Things that affect "weapon cooldown" do not affect it in the way you'd think...for example, a nice 50% weapon cooldown bonus (which is actually -50%) you'd think would halve the cooldown time (and effectively double the damage)...however, a 50% bonus to weapon cooldown actually just increases DPS by 50%...
Weapon cooldown penalities (which are actually +%) work differently, and operate like a damage modifier 1 / (1 + x%)...so, a 50% penalty to weapon cooldown would multiply damage by 1 / (1 + 50%) = 2/3...so, it would reduce damage by 1/3...

! Can you tell me why the bording ability of the corsev capital ship doesen´t result in changing sides anymore. I had a game in that I got all the borded ships and now I get none anymore!? Thanks a lot!
^Last I checked it was busted because it doesn't apply the "boarded" attribute anymore. So it just does the damage.
In v0.76, I have lost destra crusaders to it, so the ability works sometimes...my understanding was that it worked against Advent ships but not TEC ships...that being said, I haven't actually tested this...
