I hope im right here. In Original Sins i got it working with the 99 trick.
But is it possible in diplomacy 1.34 to play without superweapons? If yes, can maybe someone tell me hot to do that?

You can get it to work by making a mod that removes the references to the superweapons in each race's players files (i.e. each PlayerRACE.entity file).

I hope you mean the Playerphase, playerpsi etc. It is enough to delete this for each race:
entityDefName "PLANETMODULE_PHASEORBITALCANNON"
Are these files the only one that i need to make this mod working. Im not so good @ moding. I only could do the 99 trick, because of a good instruction found here.
Okay, no super weapons can be build by me. Does it work to for the ai too?
if it isn't in their entity file, they can't build it
remember, you won't be able to play multiplayer if you change your core files.
another way would be to alter the tac slot count for the canons to over 50, ie in the three orbtalcannonentir files in pprox line #18 change from
planetUpgradeSlotCount 18.000000
to
planetUpgradeSlotCount 58.000000
,but only do this on a COPY of the files placed into a mods' gameinfo folder
the theory behind this idea is if they have not got enouhta slots at planet they can not build he superweapons
