[Balance? And a Bug] Administrator Trait stacks (Lots of updates to this thread)

If you have multiple heroes in a town, and more than one have the Administrator trait, then they stack.  Considering you get massive bonuses to training and building times (-20/-30%), this can get out of hand if you have more than one.  I do think the bonuses from the Administrator hero are now good enough to make them worth using, but are not unbalancing, especially since it takes considerable time to grow one properly.  

Suggestion:  Limit it to one administrator per city, obviously choosing the higher-skilled hero.

Bug:  Admin III does not impact Gildar generation.  Example in post #3.

Bug:  Some interaction of Admin II/II/Barracks whatever caused one of my cities to become broken and have a 20% PENALTY to training and build times.  More info in post #3.

A little later in the same game these bonuses quit stacking.  I didn't notice it until after I built a barracks, so possibly that was the trigger.  At the time I first saw the effect I had one hero with Admin III and the other was at Admin I.  Right now I have a III and a II, since the lower level one has been roaming around gaining exp, and only returned to town to heal up a little.

OK more info, w pics and a save game.  Somehow my primary city became broken, and now has a 20% PENALTY to training and construction times.  Also Admin I/II/III is having no impact on gildar generation, the way it claims to.

 

Here's a city with no Administrative bonuses.  It does have a barracks however.  Notice the gildar generation rate.

 

Here is the same city w an Admin III hero.  Notice the giant bonuses to training and building times.  Also note the gildar rate did not change even though Admin III is supposed to provide a bonus to income.

 

OK here's the part that I think is unbalanced.  Stacking Administrator II and III look at the training and building times.

 

Here's a bonus bug I found.  I was working on a Metropolis strategy, and this is my primary city.  Notice what happened, somehow, to the training and building times.  They now have a 20% PENALTY.  Somehow this happened when I was moving heroes in and out of the city, possibly with an interaction w the barracks.  I don't know exactly.  Exiting the game and reloading the save fixes the issue, but you have to notice it's happening and then reload to fix it otherwise the penalty is very definitely in effect.

Agree, good work! I failed to get Administrator leveled in my games.

Bannon something or other is a starting hero who begins with Administrator.  If you get lucky enough to find him early, leveling him up is a very good thing.  I prioritized him over my sovereign in fact, giving him all of the good equipment and some troops to help get him going quickly.  The other hero I used was a L5 I recruited and then trained up.

If you go for the giant city approach then Administrator is awesome.  If you spread and have a lot of cities then it is not nearly as useful.
