I was just wondering wether there was a new effects mod like bailknights for the most recent DIP update

Not yet but most of the bigger mods like Distant Stars, Maelstrom, Star Wars and the like have some custom effects.

Well there is this one, though I'm unsure if it works for Diplo 1.32. Otherwise yeah, many of the big total conversion mods etc. have bailknights and the rest built in. If you really don't want any gameplay changes, you can get a modified version of bailknights at the Star Wars mod's site, under the graphics option. Contrary to what it says, it will work with any mod or even just by itself.
