A simple Sins question

Well, I noticed that the most you can get on a planet is 322 pop. As well when a planet is neutral it can have a hostile culture. So my question is is the population really how many cities on the planet. Since 322 poeple is less then a small hamlet. I can't really figure this one out so any ideas.

There's no information in-game to say how many people this represents, or if it even represents literal amounts of people or something more abstract.  Like much of the game, it's up to the player to interpret it.

I understand that but I was also hoping maybe one of the developers would give us there vision of what that number represents. Though I still think it represents cities because how could you have a hostile culture if there aren't poeple there. Why would you need in alternate goverment, enduring faith, or fear to contiue holding the planet after the popluation and health reach zereo if there aren't any people left on the planet. So I hope the developers have some thing in mind about this.

Thank you I've aways been curouis about this thanks for the information I was aways trying to understand this espiecially after Entrenchment came out. But I just didn't have the nerve to ask.
