window focus changes on mouseover - very annoying

if you know this off the top of your head please please help - i dont' know what setting this is but whenever i mouse over a window it switches to the window. it used to switch *only* when i clicked on the other window. now when i move my mouse over to another window it brings that window into focus thus hiding the window i am usually working with. i dont know how to change this setting or how it became this way to begin with. but if you know i could use your help.

It sounds like one of those X-Mouse settings in the TweakUI component of Microsoft PowerToys. You might want to check there.

you were right. i installed fresh ui. i reverted to a saved registry and everything was ok. note to self, "uninstall freshui".
