How do you make the menu that is compact like Be Metal?

My guess would be content margins.

you'll need to use the latest and greatest version of skinstudio, joetheblow. in the 'startpanel' section, you'll want to change the width of the user pane and bottom bar images from 380 to the width you want. then, play with the width and margins of the programs and places panels until you get the desired look you're after.
