Spies, is there a rule about what they can sabotage?
In my current game I'm trying to slow down the neighboring Thalens. On their home planet they have three Galactic Achievements, the Economic Direction Unit, 25% BC, the Temporal Entertainment, +50% morale and the Hyperion Matrix, +16 mp, +16 tp and +8 mt food.
I can nullify the Economic Direction Unit but not the other two.
Is there a rule about what can be sabotaged?
