Game setup - Tech stealing

How to enable?

Hello everybody,

just got the game and have only played a few games so far.

So I'm still confused about how to enable tech stealing.

 

During the game setup I marked and unmarked the option "tech stealing".

Either ways I wasn't able to steal techs. Do I need to check the option or not to enable tech stealing.

Check the option to enable tech stealing.

To steal techs:
1) Place spy agents on an enemy planet.  (In DA/TA 2.x, planetary spies don't raise your intel level, but they still steal techs.  Conversely, civ-level agents only increase your intel level; they don't steal techs.)
2) Invade enemy worlds.  This gives you a chance at stealing tech as well.

Tech stealing doesn't happen much in the early game. So patience is the keyword here.
