Allied Victory Question

Posted this before... maybe one of you can clarify:

The game is setup where teams aren't locked.  With an Allied Victory set to 2, can you only win if you have one other ally maximum?  For an allied victory of 3, two other allies maximum?  What if I wanted to ally with yet another faction?  Would the game prohibit me from doing so?

It pretty much means you win if there are less than or equal to x players remaining AND you are all friends.

The game won't prohibit you becoming friends with everyone but you'll eventually have to take sides

So lets say I was playing a 10 player game. I was allied with 4 other players. On my alliance page it showed that I had peace treaties with four players. If we were the only teams left I should win... but I didn't. Do the other players also have to have peace treaties? In other words does every one on your team have to be mutually peaceful to have an allied victory?
