How the hell do you get away and get published with stuff like this?

The title says it all, but in case the 2 only braincells that you have don't bump together to get this then here is a better explanation, Plagiarism. There is a difference between being inspired by and down right copying. But maybe I am a couple of other people are wrong about this, so do you think this is plagiarism?

I tend to think a lot of anime has very similar visual cues. It's not so much that Gene Simmon's son plagiarized. It's that he's not good.

It wasn't just the artwork though, it was dialogue, story sigments and such. A lot of anime do look the same but not all the stories are the same, and not all the dialogue is the same.

I was going to give it the benifit of the doubt, just because I know how easy it is to pick and choose things and make it look like something it isn't, but in this case there's panel after panel that are damn near exactly the same. The dialouge is even similar.
