What does the Advent's Deliverance Engine do?
I fired it at a enemy's planet a couple of times, i built 2, fired both but nothing seems to be happening, whats supposed to be happening and what should i be noticing?

Not entirely true. (Well, for culture it is) If you relocate your HW the change from previous base allegiance to the new value goes at 0.10%, however this is only for the transition to the new base allegiance. I'm not sure about the exact value, as the case where I noticed I had relocated to a world affected by my culture, and there I had a 0.10% increase rate, which immediately went to 0.07% when I was over the base allegiance value.

i shot a single enemy planet with two engines multiple times, it had no effect at all. his culture didn't recede and the allegiance didn't change. why did this happen

my Deliverance Engine never working, it is as Shuazoid says "nothing seems to be happening''. I'm watching but culture is not affected. I'm curious, how many people have this bug?
What game version of the game:
Before the latest rebellion patch having average culture was more than enough to sit trough any DE nombardement - indefinitly.

I want to test out new Deliverance Engine but it still feels like a rarity to ever get one - maybe have to wait for a lucky eco slot/nice planet positioning type game - or play around with it vs AI.

I tried one few days ago that was after I killed players hw. Planet I attacked was decreasing from 100 downwards and when DE hit allegiance was at around 90 % after the hit allegiance instantly dropped to 35
Was it a bug....
I am not sure since they say that it will reduce allegiance by 10 %. But then I am thinking Planet had 90% and was slowly dropping if it was 10% it would drop to 80% if it was 10 % from maximum allegiance it should drop to 25 %.
So there definitely is something fishy going on in this case. Or I understood description of DE wrong....
What is happening is the Advent are really a lesbian race, and their culture weapon is known as the Gay Ray. Once it hits, there is a chance-to-cruise roll that determines the strength of the effect. All across the affected planet, a coming out phenomenon spreads and results in a gay pride movement at varying speeds.

The Deliverance Engine massively boosts ur culture on the target planet and temporarily can turn it into something like a culture hub itself. It also gives a 20% damage boost to all allied ships in the area both at the point of impact as well as any other allied ship that jumps in after that for a good long time, long enough to beat the **** out of the enemy.
It is very useful in an assault due to the 20% damage bonus it gives to allied fleets, which can mean the difference between victory and defeat. It can also be used as a way to force the enemy to hold caps and titans in certain locations to prevent planet loss as it'll force the enemy to hold these ships in orbit, or at least panic build culture hubs. Either way, it causes a reduction in effective military strength that can be deployed against you, or a sacrifice in economic viability in the long or short run due to the opportunity loss of those 4 logistics slots.
It should be noted that multiple Deliverance shots don't seem to stack, at least on the damage front.
