Ship speed slower for each new ship built?

First off, let me apologize if I'm just misunderstanding something fundamental.  I am on only my first game of GalCiv2, though I can't find anything about this in the wiki or forums.

I'm playing with a custom race, but I don't think I have any speed related modifications.

I have 2 of the default design "scout" ships, as well as one of my own "fast scout" ships.  The default ones have no engines on them, mine has one hyperdrive plus engine.

One of my "scout" ships has a movement speed of 3, but the other has a movement speed of 2.  My "fast scout" has a movement speed of 4.  Wherever I build a new "scout", it has a movement speed of only 1, and the "fast scout" has a movement speed of 2.

After reading the wiki page about speed, the 1 and 2 speed seem to make sense.  What I don't understand is why the earlier ships I built have higher movement speeds.  I don't have any starbases, and I didn't take any racial bonuses to speed.

Can someone explain this to me, or point me to a forum post or wiki page that explains it?

I can't think of anything, unless a planteory improvement improved the speed of your earlier ships.

None of the planetary improvements I've build (and I haven't built many yet) say anything about affecting speed.  Also, it doesn't seem to matter which planet I build the ships at, they all have the same, lower, speed now.

I still don't know why the first one was faster.

are these ships within the area of effect from an enemy starbase? there are improvements that can make your ships go slower if they are near an upgraded starbase.

all "default" ships in GalCivII (and its expansions) are designed with, at least, one HyperDrive Engine. I´ve never seen that otherwise.

I can´t say why these are faster. Where they given to you at the game-start? Are you playing a campaign? If you double-click on them what does the info-popup say about the ships' components?
