[BUG] crule ai's stop attacking and stockpile resorces.

just a quick thing that i noticed. at about an hour in match ffa vs 3 other cpu dificulty crule (or the one after hard) the AI's stoped attacking. for about an hour they did not or bulid any ships. all the activity that i saw on the end game graphs was that they were all stock pileing resorces. just thought that i would point that out.
