If it's for Vista (which it appears to be) you want to upload it into the LogonStudio Vista Gallery.

From the WC Home page click 'Submit To Gallery' in the upper right corner, below your user pic.

Then select LogonStudio Vista

Then enter the info and upload the file and preview.

If the image your using is not your own, be sure to include permissions from the original author.
