[Bug] Pacts

When playing with my friend against some AIs, we noticed that if I were to offer a crystal, metal, or research pact to him, he wouldn't be able to accept it when we both had the tech for it. If I cancelled it, he could offer it, but I could not accept it.

As of now you'll need to each have an embassy to give/accept these pacts. We'll be changing that very soon.

I'm sure this is how it's supposed to work, but I had this with a friend and it still gave us the reported problem.
