Looking For Icon Creation Tutorial

I did a search but was unable to come up with anything simple. I am looking for a tutorial that covers creating the icons and anything else I need to create an Icon Package. I've seen the tutorial on wincustomize.com on how to create a package but I'm still confused on the icon part.

Any help getting me started will be greatly appreciated.
