[suggestion] neutrals strength, economy, spawning AI

I think neutral planets should have a settable strength in the game parameters. This way SP players can have more of a challenge.

Perhaps like this:

Puny: a few ships, perhaps few turrets

Normal: some ships, probably turrets, maybe hangars and a frigate factory

Strong: ships, turrets, a factory, probably hangars and repair bays

Very strong: many ships,, factory, hangars and repair bays, maybe a capital ship

Super strong:all that, plus a capital ship factory

Unfair: All that, plus a starbase 

They should also make their own money and improve over time. If they are attacked but not conquered, they should work up their defenses again if they have the time to do it.

Another option, which should be settable (enabled/disabled), is the option to have AIs spawn. Say I am on a huge map. As the neutrals work up their economy, two or more neutral planets could ally and create an empire. An AI would be created mid-game and take control.

It would only happen if planets are neutral for a long time.

Yes, the neutrals are an element that has not yet been fully utilized for single- and multiplayer games. I have created a map of desert neutrals and pirate bases only. Quite a challenge to get to your opponent... Your suggestion  could also lead to new victory conditions like a king of the hill.

this would be sooo awesome. As is the ai is sub-par, this'd go a long way towards making it at least improbable to beat 7 allied unfair ai's.

To expand on my own idea, I think it could be a dual slider, to set minimum/maximum strength. This would make it possible to replicate current model, where some planets are stronger than others.

To this list I would suggest enabling those "minor empires" to have diplomatic relations screens, just like other empires, and ability to give missions. After reaching certain level of relationship with them (eg 90%), minors should be willing to join your empire ("Ally" button form diplomacy menu replaced by "Join") giving you control over their planets, structures and ships.

The only problem is that you'd never be able to conquer a neighboring planet with a starbase, since you couldn't build more than a capital shp and some frigates from the start of the game, with only your capital planet. I think gradually throughout the game the neutral militia folk could get more difficut, but from the beginning, it sounds like it wouldn't work.
